The film was written, directed and produced by Walter Hill. The screenplay is based on a comic book series called "“Le Boucher”" created by Alexis Nolent. Hill says he chose to make the film due to the recession, as he felt audiences were ready "for something completely different. Something completely un-cynical and un-ironic and something that's old-fashioned and romantic and heroic." The film was shot in New Orleans and New York City. Stallone trained for the film in the same manner that his character does in the movie. As part of his training, he visited a law enforcement shooting range where he practiced free-hand shooting. He says he also worked with "a really great kung fu guy" to prepare for the fight scenes in the film, and that he worked hard on making sure he was in good shape physically. Stallone has said that when Walter Hill asked him to make a sequel to their previous collaboration, "Tango & Cash", Stallone initially declined, but Hill convinced him to do so by pitching it as "the ultimate buddy picture".
